The House passed six bills between July 14 and July 16, led by the Ukraine Support Act, which would extend U.S. defense lending authority through 2028 and impose 500% tariffs on Russian goods. The House passed HR 2913, sponsored by Rep. Gregory Meeks (D-NY-5), extending the President's authority to lend or lease defense articles to Ukraine through fiscal year 2028 and Defense Department security assistance authority through 2027.

House introduces FY2027 continuing resolution

Rep. Tom Cole (R-OK-4) introduced HR 9770, a continuing resolution that would fund most federal agencies at FY2026 levels through December 4, 2026.

Why it matters: Why it matters: The bill is now in committee, but its December 4 deadline sets the clock for a potential government funding lapse — and it includes supplemental money for WIC, FEMA's Disaster Relief Fund, the Indian Health Service, and wildfire suppression that goes beyond a straight rollover.

House introduces FY2027 budget resolution

Rep. Jodey Arrington (R-TX-19) introduced HCONRES 113, a concurrent budget resolution setting federal revenue, spending, and deficit levels for fiscal years 2027 through 2036.

Why it matters: Why it matters: A concurrent budget resolution — a measure that does not require the President's signature but sets binding spending ceilings for committees — unlocks the reconciliation process, which allows the Senate to pass certain fiscal legislation with a simple majority and no filibuster; the resolution directs multiple House committees to submit deficit-related recommendations by September 11, 2026.

House passes four VA facility renaming bills

On July 16, the House passed four bills renaming VA facilities in Marietta, Georgia; Newton, New Jersey; West Haven, Connecticut; and Lafayette, Louisiana.

Why it matters: Why it matters: All four now go to the Senate; none creates new funding or changes services — the West Haven bill also requires signage and official materials to reflect the new name, the Captain Paul W. Bud Bucha VA Medical Center, honoring a Medal of Honor recipient.

  • Lafayette, LA clinic renamed the Rodney C. Hamilton Sr. VA Clinic (HR 6963, Rep. Clay Higgins, R-LA-3).

House introduces resolution to block California vehicle emissions waiver

Rep. Harriet Hageman (R-WY) introduced HJRES 202, invoking the Congressional Review Act to overturn the EPA waiver that allows California to enforce its own greenhouse gas emission standards for 2009 and later model year vehicles.
